IMHO you cheaper and easier with such requests to buy a PC with a simple C2D

1) No t to the price issue is not comparable to the price of the block
2) put the cooler with steel blades
I have a Titan which is hardly audible even when the open shell
3) Samsung most quiet
But if you have a cheap tin shell - vibration is still not excluded.
