This is a much improved image-editing application, compared to the default MS Paint included in Windows. And it is free, to boot. Even though Microsoft has improved Paint with Windows 7, given it a ribbon interface and so on, it is still a very basic utility. Paint.NET on the other hand, can claim to be a fullfledged image-editing application. And those who use pirated copies of Adobe Photoshop to do basic photo editing and manipulation could probably do well to move over to Paint.NET, and leave piracy behind.

Those who grumble that Paint could do with a few extra features might like this application as well.

It includes more functional selection tools (magic wand and free-form selection), clone stamping, text addition, image adjustments and effects, apply filters, resize images, open files in tabs, and so on. More importantly, it has layer support, which opens up a range of advanced possibilities. You can make changes on multiple layers, merge the ones you want, untick others to see how the image would look without a particular modification, and so on. It is very usable, and supports plug ins so you can download them from the web site and add more functionality. As its name suggests, this application requires the .NET Framework to run, since it is coded in C# (this framework is already part of the OS in Windows 7 and Vista).
