You need to specify the present configuration of your computer in order to judge which parts need an upgrade. But casually speaking, usually the motherboard, CPU and memory are the ones that need upgrading.
Opting for a basic Intel Core 2 Duo with 1 GB memory should suffice for Internet surfing. But when gaming is concerned, it would depend on your present configuration because depending on your configuration add, motherboard specifications, a graphics card can be installed for a gaming performance.
