Why do some programs and updates require a restart as part of the installation process when others do not?
The installation program cannot make changes to files If they are already in use by another program. If files that need to be changed are in use, the only way to change them is to do so when the computer shuts down and they are free. Software that does not need to change any of the files being used by other programs can be installed without restarting the Pc.
By chance do you have a maxtor HD? When my system started doing that.. my HD was beginning to fail. It will seem ok for abit then it will just hang there one day with the drive light on but will never move on.
Another thing to check is outdated drivers or quirky new drivers on your hardware... some of the new drivers in XP will hang your system in limbo like that... especially ones for the HD controller.
