Thread: Help for the cooling system PC

I have elderly to date machine - PIII-755, Socket 370. No overclocking. The problem is the noise and vibration in the system unit, although not strong, but the order of annoying.
I ask for assistance in the following.
1. Encourage power: whether such a purchase.
2. What to do with cooling percent? How to significantly reduce / exclude noise from the CPU cooler. We have MP installed radiator and fan Thermaltake (I do not remember what exactly) with a speed regulator, reducing speed but does not eliminate the noise.
3. Help to choose a low-noise HD (without reference to the volume of data).

IMHO you cheaper and easier with such requests to buy a PC with a simple C2D

1) No t to the price issue is not comparable to the price of the block
2) put the cooler with steel blades
I have a Titan which is hardly audible even when the open shell
3) Samsung most quiet

On the question number 1: why do you think so? Even high BP, I can put in the new building (if I even needed). Here I am more interested in his (BP) specifications - not whether they are deteriorating with the lack of an active (fan) cooling, heat treatment is likely to be somewhat different.
