Default Help for the cooling system PC

I have elderly to date machine - PIII-755, Socket 370. No overclocking. The problem is the noise and vibration in the system unit, although not strong, but the order of annoying.
I ask for assistance in the following.
    1. Encourage power: whether such a purchase.
    2. What to do with cooling percent? How to significantly reduce / exclude noise from the CPU cooler. We have MP installed radiator and fan Thermaltake (I do not remember what exactly) with a speed regulator, reducing speed but does not eliminate the noise.
    3. Help to choose a low-noise HD (without reference to the volume of data).

    Thank you.

IMHO you cheaper and easier with such requests to buy a PC with a simple C2D

    1) No t to the price issue is not comparable to the price of the block
    2) put the cooler with steel blades
I have a Titan which is hardly audible even when the open shell
    3) Samsung most quiet
But if you have a cheap tin shell - vibration is still not excluded.

    Thank you for responding.

On the question number 1: why do you think so? Even high BP, I can put in the new building (if I even needed). Here I am more interested in his (BP) specifications - not whether they are deteriorating with the lack of an active (fan) cooling, heat treatment is likely to be somewhat different.

What's the catch with metal blades, I do not understand?

In general, Samsung - is good. But Is their HD?

This is totally inappropriate. The lack of noise CBO - a myth. By the usual noise of fans added water pump, that's food for thought. Who are you to wise up to such an option? For some old computer...

When an elementary refinement (the settings in the BIOS, the software limiting the rotating speed of DVD) to shut off the monitor and disconnected indicator LEDs, you generally can not distinguish a working computer or is turned off. This will be a quiet, modern, and productive in times of old.

Can be ordered with a HDD Samsung (the noise level is set up software) or the type of the WD (speed of rotation of the spindle is dynamically reduced), it will be just a small contribution to the reduction of noise. Oh, then this opens space for creativity, you can still shell noise-protecting, it is especially effective in fighting with the vibrations that arise in the case.

No, the old do not want to give up yet.

The question is. At a minimum fan speed to stay in order to cool the CPU, it was normal.

Assume that sets the design parameters of the matrix to see some patterns. Existing computer, for example, considers an example of 10-15 minutes. A new system unit, say with a processor 7200, for 15 seconds.

Cooling of the CPU in isolation from the whole system considered meaningless, it is necessary to consider the temperature the system unit as a whole. In dispelling this today about 65 - 85 W, your PIII disperses only 20 W, if you can find more or less modern cooler with a copper base, it can be placed without a ventilator, but the shell must be purged two hull fans. I have also rustled at a CPU cooler, a few months ago; I snatch and safely put it on the processor, removing the glowing fan. Supplied graphics card with passive cooling, and gave to study at university. As a minimum, thousands of irrelevant costs in general, to a maximum of 500 p, and if the building really is bad, it is better to replace it, in today's cabinet will BLIs a fan diameter of 120 mm, the noise they produce is not enough. There is a BP to control the fan speed, but more expensive.

Reduce the speed of the fan to the acoustically comfortable level and to monitor the work of a computer - if you would tip out the "blue screen", hang on or off, you overdo it. You can just monitor the CPU temperature, if the MP supports monitoring.
