Can you recommend any cheap or free software that will allow me to publish video, photos and comments on a website of my own?

It sounds like you're looking for a blog, a word that's short for weblog, or a place online in which people write diaries, thoughts or anything else. You can sign up to one of several blogging websites, most of which are free, and choose a name for your site. You'll then be able to log in and type out entries (or 'posts') whenever you like. Most of the services allow you to add photos and some allow video (one easy way to do this would be to upload the video to Youtube and link it to your blog).

Although that article is a little old, all the sites it mentions are still in use and still popular. The biggest advantage of blogs is that you don't have to do any design or programming (unless you want to) - all you need to is write your own entries, and the sites will take care of the rest, including making it available through search sites such as Google.
