Windows keeps a record of what kind of files it thinks are in folders and offers different options, including the Filmstrip view, based on this decision. It doesn't always get it right, but it is possible to override the decision.
Right-click on the folder in question and left-click on Properties. Click on the Customize tab and then on the down arrow in the top menu in the section labelled 'What kind of folder do you want?'. Select either Photo Album or Pictures. If the files are organised into many folders it is worth clicking in the box labelled' Also apply this template to all subfolders'. Click on Apply if you want to check the changes without closing the window, or just click on OK.
