Unfortunately the problem is likely to be with your LCD panel. This a hardware-related issue and can only be corrected by the company itself. However, companies have varying rules regarding replacement, so it is better that you check with your manufacturer.

The dots that appear on the screen are a pixel problem. Each pixel is composed of three sub-pixels [one each of red, green, and blue!. A 'stuck' (non-performingl pixel or sub-pixel is one that remains either permanently bright or permanently dark. This is a manufacturing defect.

Though a pixel is minute, it can get quite unnerving. Every company sets standards for replacement, like an LCD within warranty could be allowed three to ten non-performing pixels, depending on various screen sizes. These anomalies are allowed to bring down costs.

If the industry attempted to set a zero standard, the current manufacturing yield would be so low that the cost of an LCD display would be many times higher than what it is today
