Default Problem of Internet on Desktop

I have a speed of up to 20 Mbps maximum and. My desktop computer down load speed is 0.63Mbps and up load is 0.81 Mbps. my notebook speeds are 15.22Mbps down load and 0.81Mbps up load which is acceptable. The laptop is networked into the similar router as my desktop computer.

Can any one help to fix this problem.

I think You may be utilizing an A/B network card, which will be a small slower attempt linking the desktop to the router with an Ethernet cable later on changing the wireless , what speeds do you acquire?
