    Default Networking problem

Whenever I connect my PC's in the course of a network of 192.168.1.XX then I am able to get a best speed for the data, where as when I connect my PC's with 192.168.2.XX then my speed is bombard very heavily. When I making use of 192.168.2.XX network I then make use of Cisco router 1406.

That's an old router. Cisco's website hardly has any information on the 1400 series routers. The only info I can pull up is the end of life documents and other short blurbs.
A network illustration which would go on for a long way towards getting a better understanding of what is going on and how you're set up.
