You can use both the Dynamic as well as Static IP address on your laptop you can set both the IP address and for these you need to change them every time when whenever you change your location of the network.

And you can do these by going to your network connection and right click on the MY network places and you will see the following see the properties option on the bottom of the menu. And select the properties and again right click on the Local Area connection icon and again select the properties option and select the TCP/IP protocol and click on the properties and a window will be opened and search for the Alternate Configuration tab and click on it. But before that you have to find the IP address or else you will not see the tab.

And enter your Static IP address information in the boxes which you will see and click Ok. The Windows will take time to load as it would check for an IP address from the DHCP server before using the interchanged setting.
