If your IP is dynamic type, each time the modem is reconnected he failed to provide a new IP number, or also through Prompt MS-DOS by typing:

    ipconfig / release <Enter>

    ipconfig / renew <Enter>

As mentioned earlier ... If your PC is part of a network, probably your IP starts with 192.168 .*.* or 10 .*.*.* and can be configured in both Dynamic mode as fixed ... But the valid IP Navigation is provided to you by Service Provider and a large majority is dynamic ... I hope you could understand ...

Use a good firewall, check where this vulnerability on your device. If you change the ip the attacker one time or another will rediscover their identity and you will have problems.

Short mate to the root cause.

One more small doubt as you know you have someone using your PC?

For you to understand better, the IP that attackers use is the IP provider, ie the external comes and goes into your modem. The IPs in your distributed network by DHCP will only be used if it identify the external IP (ISP) and make a foray through this, oh then, it will use the internal IPs. Use firewalls as they said and tell us why you think you are being invaded, I was also curious.
