I need to create a kind of authenticator for Internet access:

•The users have login and password to access the Internet.
•The records of users will remain safe only in the administrator profile.
•This authenticator must generate logs of access to Internet sites and counting time accessed.

I wanted to try to create it without a linux server or something.
