Default Can I remove a DLL suspiciously?

I have a computer which has Windows Vista operating system. There is empty folder and I try to delete that empty folder, but it cannot be deleted, and some suffix. Why these files and folders can be deleted? How I am deleting a DLL safely? I can’t figure out why I am facing such problems and hence need your help in solving the issue. Thank you...

If they could not delete it, you possibly can't moreover. Anyhow, DLL's cannot cause any problems unless they are executable. The presence of a DLL usually means that the main application is in another place and deleting it is pointless since it will just be recreated.
