What's the best replacement/upgrade for my AGP graphics card, without upgrading my Neo 430 power supply? What about a PCI-E? (I have an Asrock mb capable of handling either AGP or PCI-E).

The motherboard is presumably a 775Dual-VSTA in which case the PCI-E port is limited to x4 link width which is about 1GB/s which is the same as the AGP X8 bus.
So you may as well go for a PCI-E card so that you can use it when you finally decide to upgrade your motherboard.
Well, blue screens may not be caused by your graphics card alone. It could be insufficient power or components overheating. I'd recommend that you first change the power supply. It's not a good brand and you're only betting against the odds with it. Sure it is rated at 430 but is it peak or continuous? Also, keep in mind as power supplies age, they become less efficient, so do the capacitors within it. First, get a new power supply, Corsair VX400 recommended. See if that solves your problems.
