Try stopping the device again later." Every time I want to remove my external HDD, and I used to directly shutdown my computer to remove the Hard Drive is there any solution for these problem?

I would like to advice you that it is common problem faced by all the XP users if you are using any Anti-virus that uses the protected recycle bin it is main cause which block your drive to open any files. Or there another utility like click on the drive properties and go to the hardware option and select the generic storage device and go back to properties again and find if the device is being optimized for quick removal or performance related it being used for quick removal you will see a message referring with it you don't have to use the safely remove hardware process when this is checked.

Another option is just right click on the recycle bin and select properties and tick mark in the box showing configure your drive and click on the USB drive and tick mark the box with option showing Do not move the files to recycle bin delete the files permanently whenever needed and the files deleted will not get stored in the recycle bin it will be permanently deleted from the Hard Disk.
