The 2 HDD are configured correctly on master and slave? Check these, and establishes an appropriate configuration. Among masters, make sure the jumpers on both HDD assigned are correct.

Also try with another Windows installation CD. SO you want to do to install is based on some sort of unattended? Try loading a manager of a bootable HDD whether or Paragon Partition Magic and resize the HDD and try again to install the Windows OS.
