If you believe the information gleaned by Reuters, we would be on the eve of the signing of the famous agreement between Brussels and Microsoft about Internet Explorer. That signing could take place next December 15. By signing this agreement, the European Commission therefore agrees that Microsoft's proposal to give the user the choice of internet browser to install Windows with the famous "Ballot Screen".

Recall that this case had exploded in 2007 under pressure from Opera Software, quickly joined by other publishers of Internet browsers, which will then ask Brussels to regulate the situation to lute against the tying of Windows and Internet Explorer by Microsoft. After extensive negotiations, Microsoft had proposed this summer to establish a "Ballot Screen", a screen to select the browser that you want to install when setting up Windows.
Following an initial version of "Ballot Screen" that displays the browser in alphabetical order, the editors of browsers were still not satisfied because the advantage was given to Apple's Safari software. Microsoft has developed a new version of the selection screen, showing randomly browsers proposed installation. If Brussels gives its agreement, Microsoft will introduce the "Ballot Screen" for computers sold with an OEM version of Windows but also for the boxed version. Microsoft also proposes that the elements relating to Internet Explorer built into Windows 7 can be permanently deleted.
