If you installed the Ubuntu desktop adaptation 9.10 by default the graphical setting is Gnome. In the upper right corner (or else lower - I moved things around on my system a bit months before) there is a field where info gets exposed. In my case there was a loudspeaker (for volume control) with one more icon on behalf of the network connections.
Right click above the network connection sign as well as select "Edit Connections". There you have wired, wireless, mobile broadband, VPN as well as DSL connections you can build up. Configure the wired or else wireless connection you need to modify and on the IPv4 tab you can set the static IP.
