I tried to add a PC 133 chip but it was not well-matched. When I plugged it back in the PC did power up but nothing came on the monitor. The fan is running but there are no beeps at all when I start it.

You require resetting your bios - and rebooting. If you've added the incorrect memory or tried to add more your bios is mixed-up with the middle phases you've just put it through. If you have to eliminate the CMOS battery for 10 to 30 seconds and substitutes and then reboot.
