So if I get a new motherboard and new ram, and I hook it up to my hard drive with an installation of windows 7 by now on it, will the system will still perform ok or would there be an issues?

You don't contain to go that far. An easy repair install will perform the trick. It will go away all your programs and files whole. You will require reinstalling your drivers and updates though.
