Do you have the jumper on the back of the hard drive in the master position? It may still be in the shipping position.

Have you set the BIOS settings to boot from C: Drive? Are the jumper settings on the hard drive configured correctly? Refer to manual.Have you plugged in the ribbon cable correctly from your hard drive to your motherboard?Make sure your primary hard drive not configured as secondary.

Everything that Smiling said, plus one more question: Does the hard drive have an Operating System installed? Or is it fresh out of the box, having never been formatted, partitioned, or OS installed?

if your using the IDE cables that came with the new board, it definately sounds like a jumper issue on the old drive.. if the jumpers are set to cable select, the connector you plugged the drive into will determine where the bios will see it.. if its set as master/single or slave it "shouldn't" matter, but it some boards can be picky about stuff like that..the other possibility is (especially if the drive is a bit older) that the drive has died on you..make sure all the IDE channels are set to auto in the bios

try starting the machine in safe mode (pressing f8 after the bios screen has gone)and installing the drivers for the new motherboard.....or going to device manager and installing the new drivers
