I have had problems accessing the email account set up by my Internet Service Provider (lSP). Can you recommend any independent alternatives?

There are plenty of good quality email providers that do not charge for their service. The two best known are Google Mail and Ymail from Yahoo. One advantage to using these websites is that there is no need to alert people of a change of email address when changing ISPs. Both can import emails from other email addresses, so you would be able to read the emails from your ISP account in the same place.

Although the main emphasis on these email addresses is that they are accessed with a web browser, they can both be used with an ordinary email program.
