Removing isolated open file (*.mdb)

I am using Access. Other people in network have type of "emulator" to show schedules, and make regular updates to files. Problem is I want to delete all and copy own files. But message appears as what the file is already open and I cannot erase.

1) If an Access file is opened then it is readable with notepad and has names of machines that open MDB file. If you mastering code, put system that scans directory looking for file. If it found that it is present then it automatically closes database.

3) Just attempt to rename it and you must think how and WScript.network get network user names of people who have databases open. Make blank database with one form "This database is currently unavailable "and button to close database. Giving everybody access to database, hide it in subfolder and give shortcut to use them.
