The MS page for that error applies to MS applications while the Stars download is a third party source there. If no one else here has this service or uses that ISP you will probable to get in touch with Verizon or refer to the help section as other Verizon customers must be having same problems the first suggestion here would be to give Verizon tech support a call since this is a package they offer.

You may have to go out something else provisionally like the Windows or antivirus program, or disable a further program's startup item if all is set in Windows. Here one program reserved seeing problems with the windows7 on one drive until the similar saw excellent results on another just due to that being installed inside after removal from an external usb enclosure.

The steps you want to take now would be narrowing down the list of things to look at. as downloading ITunes on windows XP and windows Vista in the past here it was always the irritation of popup showing a latest version that got in the way never having a problem with downloads or installation.

You might have an insect on your system. For a easy search on the Bing search engine you finish with results such as these for the Common Application Data REG_SZ
Before deleting anything to see if impressive turns up. As the laptop is this new it's not so likely but possible you have a Trojan or worm on the system or some part of the reinstallation is at present in problem. You may want to endorsement any important files in case of some virus or a require to use a complete recovery to start over with a fresh start.
