Default Create registry editor noticeable in Control Panel

I have few user accounts in my PC. They are locked with password. I want some settings through which I can create folder visible to all if they login in any session. Folder of user accounts. And I want to do is add Windows Registry editor to control panel. I had not seen icons of similar in it.

    1) When opening session on Vista or XP, files that were open when closing earlier session are not shown. Forcing Vista or XP to mechanically open folder windows that were open throughout its earlier session is easy. First start folder of choice. In folder you opened, click Organize and choose Folder Options and research. In Folder Options window that opened, go to View tab and check the box Restore folder windows open at next logon.

    2) Go to Tools menu and choose Folder Options. In View tab in Folder Options window, check the box Restore folder windows open at next logon. Lastly, click Apply and OK. In this way if you are using XP then enable folder to get viewed on other times also. This does not harm system.
