What I do it always shows at 802 MHz on CPU-z
I have run 3dmark06 and got horrible scores every time and I assume it’s because my processor isn’t running at full speed. Any help would be appreciated.

Double check your power settings under control panel. If it is set to "Power saver" it enables the throttling....throttling all the way down to save power.
The best option is "balanced".
Another thing to check is you’re BIOS.
