By rising FSB, you find worrying event known as FSB holes. So, for FSB of 390 MHz, arrangement can be totally unstable and rising tensions elements have small influence on problem. Passing frequency to 410 MHz, PC is unexpectedly stable. So, you have surely gone through FSB hole.

First CPU E21x0 and E4x00, generally have FSB Wall. This results in near impossible to go beyond certain FSB using standard Vcore. Certainly, this wall is generally around 380 MHz and only way to solve is to considerably raise CPU voltage, generally beyond 1.5V. Though, developments by revising M0 stepping, this problem leans to vanish.
