Mainly overclocking is made to force PC to run at higher clock speeds, further than the default settings. Overclocking occupies three possibilities: either it result in permanent harm, or it is successful; or it is causing simple BSOD that is unbalanced PC. I don't think a laptop can be overclocked.
Overclocking involves running CPU at quicker speed to develop performance. Generally it is done on desktops and not laptops as laptops need devoted GPU.
Overclocking is not suggested for laptop only due to heat problem that is general after overclocking. Overclocking is followed by various cooling methods like use of big fans or liquid cooling etc. It voids manufacturer's warranty if you are enjoying any of those.
