Follow the steps given below to create a Custom Keyboard Shortcut to Open Internet Explorer:
Create a desktop shortcut of Internet Explorer in the desktop or under Documents if its already not there
Right click the shortcut and click Properties.
Enter the keyboard shortcut which you would like for opening Internet Explorer. For example, I give Ctrl + Alt + I for Internet Explorer.
Click Ok and now you can use this keyboard shortcut to open any instance of Internet Explorer.
