I installed a Panasonic KV-S2046C scanner on a Windows 7 32bit machine.

I downloaded from panasonics web site the driver "panascan540.exe" and installed it as a user with administrative privileges.

I navigated to the "control panel"/"printers and devices".
Selected the scanner and right clicked.
Selected "scan now" from the popup menu and the following message appears:

You need a WIA driver to use this device.
Please install it from the installation CD
or the manufacturer's web site and try again.

What can I do to correct this problem?
