1. Step 1

Release picture in photoshop

2. Step 2

Connect layer>carbon copy layer.

3. Step 3
Connect on filter>noise> dust and scratches and shift sliders until image is soft but still detailed.

4. Step 4

Connect on filter>blur>Gaussian Blur and then shift sliders until harsh lines from the dust and scratch disappear.

5. Step 5

Add layer front to copy layer and fill it with black. Now brush every area you want to change with white and voila....dont forget to unite all layers in the end and then save !!!!
