Write Script for Always-on-top message?

I want to create the script for the pop box of the message that will always stay on the top, till the user does something to it. I have tried to create various scripts in JavaScript but I was not successful. Any suggestion would be highly appreciated.

Always-on-Top Message is a multi-platform well-suited script that is a TV-like message flag script that permits you to make an always-on-top message. This message shows at the bottom of your screen. Also it I can be explained as the TV-like message flag script that generates an "always-on-top" message. You can use it to display a message that's continuously visible on your user's screen.
