Default adapt a non bootable cd to bootable

I have windows XP in service system CD. But it is not bootable CD. Now i want to create the non bootable CD bootable. How do you do this? Can someone tell me what steps I should follow to convert a non bootable cd to bootable? Any idea would be respected.

    Default

Start your PC from CD-ROM and you get full entrance of NTFS volumes. PE Builder is like to a Windows PE (WinPE) bootable CD-Rom. This utility can boot from a CD-Rom and have full read/write contact to NTFS volumes.
