I know that only with an extra tool that runs in the background. there is no tool more what's going on Win7, and I also know without any possibility.
Now I would like to know if I can somehow speed limit, without giving me extra to install a program?

There was formerly tools called CD Brake with the maximum speed of many drives could be limited because disk drives were still very noisy. Today, those programs that I know of no longer being developed because modern drives even at maximum speed even quieter than an old 8x burner. Would not know that that possibility still exists today.
So no solution without extra tool? Too bad. Then it's time that I'm finally down a Blu-ray drive ... and to hope that this is really quiet. For if what gets me what volume in terms of PC's is the drive then again I'm also being more afraid for my DVDs.
If yes to the read speeds, since the data should be transferred even faster to /. 16x for DVDs was the pain threshold. Happened to me is something never before with a volume no matter what. Only Samsung should be avoided.
Why should the other hand, because to move up a few KB big tool in the startup? The 0.2 s more, the longer your computer will then need to boot up but no 100 for a Blu-Ray drive / burner worth it?
