You can describe a default and a domain profile within the help of Administrative Templates. Just go to the templates and have a view over it. So, that’s the point, where you must ask your admin, why he has configured it and why you are not able to alter in it.
I too have the same question. My Administration has two sub groups below Network:
Computer Configuration
Administrative Templates
Network
Offline files
Network and Dialup
It does not have anything which is pertaining to my firewalls or settings. Does anyone have idea as how to add this functionality?

I’m also not aware that this will help you out with the windows firewall option in the GP application didn't show up untill I have installed the service pack 2 in my computer. Then it also showed up with the computer configuration-->administrative templates-->network connection-->windows firewall and then click on what will be applicable to your domain or standard (for making use of single computers or workgroups).
