Default Declined to link to a windows service error message

As I started up my computer I acquired the following error message. Declined to connect to a windows service. Windows could not link to the System effect appraisal service. This problem avoids standard users from logging on to the system. As an administrative user you can analyze the System Event Log for details about why the service didn't respond.

You have Boot in safe mode and log in a local administrator account .then Right click My Computer and go to manage up will pop up a computer management window and then window double click Services and Applications and then click Services.

In the list of services scroll down to System Event notification and double click it. The properties for this Service will then show.

Confirm the start up type is arranged to Automatic and confirm the Service position is set to Started.
