I recognize my motherboard with Win7 has a insect in that I can't start a CHKDSK if any peripherals are connected to my computer. Attempt unplugging ALL peripherals and attempt to boot. If your motherboard doesn't like beginning with no keyboard you can keep the keyboard plugged in till Windows starts to boot.
