Hit F8 on a boot and choose Repair your pc. From there you can try a Start-up repair or try something from the control prompt.
Mashing F8 would still just show flashing cursor. Just got a UBCD burned and put in the GAG bootloader on my roomies comp, so at least it will boot to Windows now. I should be expert from here, I'll likely use EasyBCD to get him all fastened up now that I can get into Windows.
Still kinda speculative what could have caused it, since he came back and said his pc just showed blank cursor on screen. I suspicious that it was rebooting after installing Win7 SP1 and something went a little wrong. Any thoughts?
