Default Win 7 – how to finish auto driver put in absent gpedit.msc?

I want to stop Windows 7 from automatically installing a driver when I uninstall one. Every time I uninstall my NVidia driver to put a new one on, Windows mechanically puts in one. The only way I've found on Google is to use the Local Group Policy Editor (gpedit.msc) which my Home Premium edition apparently doesn't have. Is there another way to do this?

It has to put in something in order to run. Even in secure mode it'll install a basic VGA driver to give you staple 800x600 pixels to gander at.

When you install NVidia drivers, it uninstalls the old ones very well now due to the "Clean install" option. Even absent that you get a good put in. That's good if you want to keep a more detailed setup full of color profiles, multi-mon conservative and SLI/PhysX settings. Takes me half a day to get it back to the way I like it if I do a clean install.

I missed the "Clean put in" thing that they added. I don't actually change much so that will work. Thanks!
