Before you start, you need to be logged in as an Administrator or have appropriate network privileges to make changes to the system. To change the performance of foreground and background programs click 'Start I Control Panel I System'. Click the 'Advanced Tab' and click on 'Settings' listed under 'Performance'. Now click on 'Advanced' and select one of the following under 'Processor scheduling'. You can either choose 'Programs' to assign more processor resources to the programs running in the foreground or choose background services to assign equal amount of processor resources to all programs.
If you click Programs, the result is smoother, faster response times for the programs running in the foreground. If you want to give priority to background tasks, such as a backup utility, click 'Background services'.
