How do I put FILE SHARING in SHARING AND DISCOVERY in my NETWORK AND SHARING CENTER so that it ** DEFAULTS ** to OFF?
Whenever I restart, I have to go there and change the option.

The default is off. I think you have a few non-Windows security application not allowing the change or varying it back upon shutdown or boot. Spybot's Tea Timer comes to mind, but there are others.
