Control panel is missing

I have PC with Vista installed on it. Problem is control panel is missing. It is not there. Please help me so that I can perform my function that I require.

1. You can make things to work out by running command utility. Follow steps given below:

1) Go to start. Click Run.

2) Type control.exe in command and press enter.

3) Now look out for change..

Control section may be now open or found.
