I can’t obtain IE to run and don't identify how to repair it. I am surprising if I put in vista OS disk to reinstall if it will repair it, this is disk that goes with my laptop dell studio not desktop PC. Please help me to solve this problem.

Use revival disks to get well system, after I went to Internet Explorer Properties, to Default Programs, and complete Yahoo My Internet Home Page and then when I went to Programs.
