One of Vista's most irritating foibles is that the shut down button in the Start menu doesn't actually shut down the PC. To rectify this click Start, then Control Panel, then Hardware and Sound, then Power Options and click on the 'Change plan settings' link under the power plan that has a check next to it.
Now click 'Change advanced power settings'. In the dialogue box that appears, click the plus sign next to 'Power buttons and lid' and again next to 'start menu power button'. Click the blue text next to where it says 'Setting', select 'Shut down' from the list then click OK.
