Virtual memory is a part of the hard disk that Wmdows uses like extra memory. If this message appears in Windows Xp, check that it is being managed properly. Click Start then right-click My Computer then select Properties. Click the Advanced tab, then on the Settings button under Performance.

Select the Advanced tab, then click the Change button. Ensure that 'System managed size' is selected, then press OK. If this doesn't fix the problem, then a program could be 'leaking' memory. Take note of which programs are running when the error occurs. If one program is always running when it happens, check to see if a newer, fixed version is available.
