Are Notebooks powerful as much as essential to run the Silverlight Apps in the computer?

yes it can run the silverlight applications in the computer also.

Silverlight is the product from COA checker to see to it that if you are running a valid copy of windows or office in your computer, I also had consider that I have never seen silverlight Applications in someone’s computer.

Personally I don’t want to make use of the silverlight; I will be boycotting it from any website that makes uses of it.
