Windows finds a harmful file during downloading

As I am not able to download and save files to my system the download goes further but at the point of copying the file to my local hard drive the Window give an error message and the file is being automatically deleted from the drive it note that "Windows Security Warning message that file found was harmful and windows has blocked access to that file. I haven’t change any setting or disabled some option from the setting I even checked my Internet Explorer, outlook Express and MSN messenger but they were able to download the file can I use the FTP utility to transfer the file with a help of network?

It happens every time with .EXE, .Mp3s. whenever you check the file you will find it in the MY Received folder and even the MSN messenger gets moved to some where else. It even generally when the windows security firewall is being maintained on high level which causes to give the error message or else you can find the files in the my received folder and just right click and click on the unblock option or else you can copy and convert the file into .rar or into zip file and you can easily use them.
