You may come across problems whenever trying to change your display settings if you have set some policies from doing so. Whenever you try to run the display control panel applet by right clicking on the desktop and select the properties or by clicking on the control panel you will get a message. Your System Administrator disabled the Display Control Panel and to fix out this problem click on the Start button and select the RUN option from start menu and type as regedit in the address bar of the run command and click on ok. And browse to

HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Policies\System

If you have an access for NoDispCPL just double click on the nodispcpl and open it. Or else you can create it by going to Edit menu and select the New and after that DWORD value. And enter the NoDispCPL and press enter and once you see that entry you double click and set the value as 0 and close the registry editor dialogue box and the changes will take effect and again try out display control panel.
