You will get an error while opening any control panel item and for the e.g. the error is displayed as follow
C:\windows\system32\netsetup.cpl.

It is mostly happen due to another process which is running in the background which is known as Ipmon32.exe which is an application of Verizon. It helps the users in diagnosing and monitoring tools and to disable this service you have to undergo following steps.

Click on your Start button on the taskbar and select the RUN command from the Start menu and type as msconfig in the RUN address bar and click on the ok. And after that Go to Start and then Run and search for the Startup tab and remove the tick mark from the IPmon32 and click on the apply button and it will ask you a option whether to restart the computer or exit without restart and click on the restart now and after your computer is started and search for Visual IP InSight Client installed it is another utility that looks after the performance of Windows Dial-up networking call attempts and go to your Control panel and click on the Add remove option and confirm whether you have installed any application named as Visual IP InSight and if it is installed remove it from the program list.
